City of Owen Sound Water Meter Replacement Project Background

The majority of the water meters currently installed in Owen Sound's residential properties are at the end of their lifespan. The City is undertaking a mass replacement project to replace these old meters with new ones and upgrade the technology in the meter transmission system to reduce the time required to read them. This upgraded technology will allow residents to be more aware of their water consumption and possible leaks and will facilitate the eventual transition to monthly billing. Providing access for this water meter upgrade is mandatory per By-law 2025-090.

There is no cost to residents for this replacement.

In March/April 2025 residents received written notice regarding the project, instructions for scheduling an appointment, and a website address to visit for more information and to have questions answered.

The replacements began in March 2025, and as of October 22, 2025, 97% of eligible Owen Sound residents have had their water meters replaced at no charge.

In September 2025, communications were sent to all residents who had not yet completed the water meter replacement, alerting them to the consequences of not scheduling an appointment to have the meters replaced, which is having their water shut off. Failure to have your water meter replaced will result in water disconnection beginning October 28.

This applies even if you are a tenant. It is your responsibility to either book an appointment or tell your landlord to book to avoid your water service being disconnected.

Making an appointment to have your water meter replaced.

Appointments can be booked online at www.watermeterappt.com or by calling 1-800-667-4387. Contact Centre hours are Monday to Thursday 8 am to 8 pm and Fridays 8 am to 6 pm. Eastern Standard Time. Evening and weekend appointments are still available.

To prepare for the appointment, please ensure your water meter is accessible. Residents need to be home during the installation. The upgrade procedure requires 30-90 minutes to complete, during which time the water will be shut off for a brief period.

Due to the Canada Post Strike, the shut-off date has been extended to ensure all notices were received.
